Also, a typical construction site is bustling with people and activity. So, should Scott go through the hassle of acquiring a Part 107 waiver since he will be flying over people?

While this may not be a legal requirement, will informing the public help conduct safer operations? We also discuss why using a parachute safety system to obtain a Part 107 waiver is not the best approach for a drone pilot.
